FEDERAL MONIES FOR SNOWBASIN ROAD

6    A JOINT RESOLUTION OF THE LEGISLATURE URGING THAT NO STATE OR FEDERAL
7    FUNDS BE USED FOR ROAD IMPROVEMENTS TO SNOWBASIN SKI RESORT IN
8    PREPARATION FOR THE 2002 OLYMPIC WINTER GAMES; AND URGING THAT IF
9    FEDERAL FUNDS ARE USED FOR THE IMPROVEMENTS, THE FUNDS BE
10    SPECIFICALLY EARMARKED FOR THAT PURPOSE.
11    Be it resolved by the Legislature of the state of Utah:
12        WHEREAS many construction and improvement projects are underway in preparation for
13    the 2002 Olympic Winter Games;
14        WHEREAS the Legislature has significant funding choices in anticipation of these needs;
15        WHEREAS the Legislature made these decisions with the knowledge that a verbal
16    commitment from Robert Earl Holding, owner of the Snowbasin property indicated that there was
17    to be no state funding for improvements to the highway leading to Snowbasin Ski Resort, a key
18    venue for Olympic events;
19        WHEREAS other Olympic venues do not receive special state funding for highway
20    improvements;
21        WHEREAS although there is need to improve the highway leading to Snowbasin Ski
22    Resort, honoring the agreement not to use state funds for the improvements is necessary in order
23    to maintain the integrity of the Olympic funding process;
24        WHEREAS federal money should not be expended for the improvements, but if it is, the
25    money should be clearly earmarked for that project to ensure that the money does not come out
26    of Interstate 15 reconstruction funds; and
27        WHEREAS there is still time to explore alternative funding options for the highway


1    improvements before the work must begin:
2        NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah urge
3    that no state funds be used to pay for improvements on the highway leading to the Snowbasin Ski
4    Resort, host to some events in the 2002 Olympic Winter Games.
5        BE IT FURTHER RESOLVED that the Legislature urge that no federal funds be used to
6    fund the highway improvements, but in the event federal funds are expended for the purpose, that
7    they be earmarked specifically for improvements to the highway to Snowbasin Ski Resort to
8    ensure that no Interstate 15 reconstruction funding is used to cover the highway improvement
9    costs.
10        BE IT FURTHER RESOLVED that a copy of this resolution be sent to the President of
11    the United States Senate, the Speaker of the United States House of Representatives, Mr. Robert
12    Earl Holding, the Utah Department of Transportation, and the members of Utah's congressional
13    delegation.
