        "Section 4. Study and report.
        (1) The Joint Liaison Committee for Public and Higher Education and the Joint Liaison Applied Technology Education Advisory Committee shall study the issues related to the establishment of Snow College South and the transition of programs, curriculum, faculty, and staff from the Sevier Valley Applied Technology Center into the state system of higher education.
        (2) The committee shall report its findings to the Legislature no later than the beginning of the 1999 Legislative General Session, and may include any recommendations that would require legislative action in relation to the transition."
