Senator Howard Stephenson proposes the following amendments:
1. Page 1, Lines 16-17: After "APPROVAL" delete "OF TWO-THIRDS OF THOSE VOTING" and insert "BY A MAJORITY OF THE REGISTERED VOTERS IN THE STATE"
2. Page 2, Line 9: After "approval" delete "of two-thirds of those voting" and insert "by a majority of the registered voters in the state"
