             6      AN ACT RELATING TO PUBLIC EDUCATION; PROVIDING A $500,000 APPROPRIATION
             7      TO THE STATE BOARD OF EDUCATION FOR DISTRIBUTION TO SCHOOL DISTRICTS
             8      TO HELP FUND THEIR ENGLISH AS A SECOND LANGUAGE ADULT EDUCATION
             9      CLASSES; AND PROVIDING AN EFFECTIVE DATE.
             10      This act enacts uncodified material.
             11      Be it enacted by the Legislature of the state of Utah:
             12          Section 1. Appropriation.
             13          (1) Except as provided in H.B. 4, Appropriations Coordination Act, there is appropriated
             14      from the Uniform School Fund for fiscal year 1999-2000, $500,000 to the State Board of
             15      Education for distribution to school districts to help fund their English as a second language adult
             16      education classes.
             17          (2) Local school boards shall use the appropriation to meet the limited-English-proficient
             18      and second language acquisition needs of Utah's language minority adult population.
             19          (3) The board shall allocate the appropriation to school districts on the basis of submission
             20      of competitive grant applications and compliance with qualifying criteria established by the state
             21      board pursuant to its rulemaking authority.
             22          (4) The appropriation is in addition to any other appropriation made for adult education
             23      programs, including the appropriation for adult high school completion under Section
             24      53A-17a-119 .
             25          Section 2. Effective date.
             26          This act takes effect on July 1, 1999.
