             6      AN ACT RELATING TO SPECIAL DISTRICTS; PROVIDING THAT MEMBERS OF THE
             7      BOARD OF TRUSTEES OF A MOSQUITO ABATEMENT DISTRICT MAY RECEIVE
             8      COMPENSATION; MAKING TECHNICAL CORRECTIONS; AND PROVIDING AN
             9      EFFECTIVE DATE.
             10      This act affects sections of Utah Code Annotated 1953 as follows:
             11      AMENDS:
             12          17A-2-907, as last amended by Chapter 273, Laws of Utah 1991
             13      Be it enacted by the Legislature of the state of Utah:
             14          Section 1. Section 17A-2-907 is amended to read:
             15           17A-2-907. Board of trustees -- Organization -- Compensation -- Meetings --
             16      Vacancies -- Quorum.
             17          (1) (a) The members of the board of trustees shall:
             18          (i) meet on the first Monday [after] that is at least 30 days after the certificate of
             19      incorporation is [filed with] issued by the lieutenant governor; and
             20          (ii) organize by electing one of their members as president [and], one as secretary, and
             21      other officers as desired.
             22          (b) [The members] A member of the board [shall serve without] may receive:
             23          (i) compensation[, except for the necessary expenses of each member for actual traveling]
             24      of not more than $1,000 per year as determined by the board of trustees; and
             25          (ii) reasonable mileage and expenses [on] necessarily incurred to attend meetings or
             26      conduct business connected with the board.
             27          (2) Any vacancy on the board shall be filled as provided in Title 17A, Chapter 1, Part 3,


             28      Special District Board Selection Procedures.
             29          (3) (a) The board of trustees shall:
             30          (i) provide for the time, place, and manner of calling its regular meetings; and
             31          (ii) establish rules for its proceedings.
             32          (b) [Three] Subject to the requirements of Title 52, Chapter 4, Open and Public Meetings:
             33          (i) three trustees may call a special meeting by giving notice to each member [at least three
             34      hours before the meeting.];
             35          [(c) All] (ii) all meetings are open to the public[,]; and
             36          (iii) the majority of the members of the board are a quorum for the transaction of business.
             37          Section 2. Effective date.
             38          This act takes effect on July 1, 1999.
