             7      AN ACT RELATING TO CRIMINAL LAW AND HUMAN SERVICES; APPROPRIATING
             8      $1,000,000 TO THE ATTORNEY GENERAL TO PROSECUTE SPECIFIED CRIMES;
             9      APPROPRIATING $1,000,000 TO THE DIVISION OF CHILD AND FAMILY SERVICES FOR
             10      THE MAINTENANCE AND EXPANSION OF SHELTERS FOR VICTIMS OF DOMESTIC
             11      VIOLENCE; AND PROVIDING AN EFFECTIVE DATE.
             12      This act enacts uncodified material.
             13      Be it enacted by the Legislature of the state of Utah:
             14          Section 1. Appropriations to the attorney general and the Division of Child and
             15      Family Services.
             16          (1) Except as provided in H.B. 4, Appropriations Coordination Act, there is appropriated
             17      for fiscal year 1999-2000 from the General Fund to the Office of the Attorney General $1,000,000,
             18      which is to be used by the Utah Prosecution Council to aid local prosecutorial units with training
             19      and the costs of investigation and prosecution regarding the following offenses:
             20          (a) incest;
             21          (b) sexual offenses, including sexual abuse, sexual assault, and offenses involving
             22      unlawful sexual conduct with a person younger than 18 years of age;
             23          (c) welfare fraud;
             24          (d) tax fraud; and
             25          (e) failure to pay child support.
             26          (2) (a) Except as provided in H.B. 4, Appropriations Coordination Act, there is
             27      appropriated for fiscal year 1999-2000 from the General Fund to the Division of Child and Family


             28      Services within the Department of Human Services $1,000,000 to be used by the division to
             29      provide financial assistance for the maintenance and expansion of existing shelter facilities
             30      throughout the state for victims of domestic violence.
             31          (b) The first priorities in use of this funding shall be to assist those shelters demonstrating
             32      the greatest unmet need, based on the level of service requested in the communities served by the
             33      shelter, for either or both of the following:
             34          (i) expansion of facilities to be able to accommodate all minor members of a family
             35      seeking shelter at the facility; and
             36          (ii) mental health services.
             37          (3) The money appropriated under Subsections (1) and (2) is nonlapsing.
             38          Section 2. Effective date.
             39          This act takes effect on July 1, 1999.
