    The Education Committee reports a favorable recommendation on H.B. 183, EDUCATION CAPITAL OUTLAY FOUNDATION AMENDMENTS, by Representative A. Tyler, with the following amendment:

    Page 2, Line 30: After Line 30 insert:    "The rules may include hold harmless provisions for up to two years."
        Renumber lines accordingly.
