    The Health and Environment Committee recommends S.B. 54, EMERGENCY MEDICAL SERVICES SYSTEMS ACT, by Senator L. Blackham, be replaced and favorably recommends 1st Sub. S.B. 54, EMERGENCY MEDICAL SERVICES SYSTEMS ACT with the following amendments:
1. Page 17, line 515:    After "patient" insert "and approved by medical control"
2. Page 22, line 650:    After "rates for" insert "ground"
