6 A CONCURRENT RESOLUTION OF THE LEGISLATURE AND THE GOVERNOR URGING
7 THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES TO
8 ESTABLISH AND FUND A NEVADA TEST SITE FALLOUT HEALTH EFFECTS
9 SUBCOMMITTEE AND A NEVADA TEST SITE FALLOUT HEALTH INFORMATION
10 NETWORK TO STUDY THE EFFECTS OF FALLOUT FROM THE NEVADA TEST SITE.
11 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
12 WHEREAS, beginning in 1951, the residents of Utah were involuntarily exposed to
13 radiation released from the Nevada Test Site and were the most heavily exposed population in the
14 United States;
15 WHEREAS, since fallout from the Nevada Test Site began, many citizens of the state of
16 Utah have developed cancers and other related health effects which may be due to radiation
17 exposure;
18 WHEREAS, the federal government has authorized the creation and funding of six
19 radiation exposure health effects subcommittees;
20 WHEREAS, five radiation exposure health subcommittees have already been established
21 for sites producing far less radiation exposure than that created by the Nevada Test Site;
22 WHEREAS, the fifth committee was recently established, leaving only one remaining slot
23 for a radiation exposure health effects subcommittee; and
24 WHEREAS, it is in the best interests of the people of Utah that the remaining radiation
25 exposure health effects subcommittee be allocated to the Nevada Test Site:
26 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
27 Governor concurring therein, urge the United States Department of Health and Human Services
28 to establish and fund a Nevada Test Site Fallout Health Effects Subcommittee and a Nevada Test
29 Site Fallout Health Information Network, with the regional headquarters to be located in the state
30 of Utah.
31 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the United States
32 Secretary of Health and Human Services; the Deputy Assistant Secretary for Science Policy; the
33 director of the Center for Disease Control and Prevention; and the administrator of the Agency for
34 Toxic Substances and Disease Registry.
