JOINT RULES RESOLUTION - REFERENCE
TO MASON'S MANUAL
2001 GENERAL SESSION
STATE OF UTAH

This joint resolution modifies House rules by establishing Mason's Manual of Legislative
Procedure as a reference for parliamentary procedure. This resolution takes effect upon
passage by the House and Senate.
This resolution affects legislative rules as follows:
REPEALS AND REENACTS:
JR 11.01
Be it resolved by the Legislature of the state of Utah:
Section 1. JR 11.01 is repealed and reenacted to read:
JR-11.01. Mason's Manual of Legislative Procedure; Reference.
[Where not otherwise specified in these rules, the proceedings of the Legislature, their
committees, and subcommittees shall be conducted in accordance with Mason's Manual of
Legislative Procedure.] In addition to legislative rules, the presiding officer may use Mason's
Manual of Legislative Procedure as a reference when a question arises about parliamentary
practice, legislative process, or legislative procedure that is not resolved by reference to legislative
rules.
Section 2. Effective date.
This resolution takes effect upon approval by a constitutional majority vote of all members
of the Senate and House of Representatives.
