             7      This joint resolution of the Legislature asserting that water rights issued under the authority
             8      of the state are held pursuant to and subject to state law unless otherwise provided for by
             9      legislative action.
             10      Be it resolved by the Legislature of the state of Utah:
             11          WHEREAS, water is a critical and limited resource essential to all citizens of Utah;
             12          WHEREAS, the state must ensure that the development, conservation, and use of water
             13      resources, in Utah, is in the best interest of its citizens;
             14          WHEREAS, the ownership and control of water resources should be clear and specific;

             14b          WHEREAS, the United States Congress has repeatedly recognized and upheld the State of
             14c      Utah's right to control, adjudicate, and administer the public waters of the state;
             14d          WHEREAS, the United States Congress has specifically granted to the State of Utah, the State
             14e      of Utah's Compact allocations of the waters of the Colorado River and other interstate waters; and h
             15          WHEREAS, it is critical to the best interest of the citizens of Utah that all water rights in
             16      the state remain subject to state law under state jurisdiction:
             17          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah asserts
             18      that all water rights issued under the authority of the state are held pursuant to and subject to state
             19      law unless otherwise provided for by specific action of the Utah State Legislature.
