Chair Bigelow called the meeting to order at 1:00 p.m.

H.B. 186    State Retirement Conversion Window (B. King)

Representative King explained the bill to the committee and introduced a substitute to the bill.

MOTION:    Representative Buffmire moved that 1st Substitute H.B. 186 replace H.B. 186. The motion failed with the voting as follows: Representative Beck, Representative Buffmire, and Representative Anderson voted yes. Representative Bush, Representative Tyler, and Representative Bigelow voted no. Representative Ure and Representative Way were absent for the vote.

Mr. Frederick VanderVeur, Utah Public Employees Association; Mr. Tom Hardy, Bountiful City Manager and Utah League of Cities and Towns; and Mr. James B. Eldredge, Utah Education Association, spoke in support of the bill.

MOTION:    Representative Tyler moved to pass the bill out favorably. The motion passed unanimously with Representative Ure and Representative Way absent for the vote.

H.B. 97    Retirement Cost-of-living Adjustment for Public Safety
(P. Ray)

Representative Ray explained the bill to the committee.

Mr. Fred VanderVeur, Utah Public Employees Association, and Mr. Kelly Atkinson, Fraternal Order of Police, spoke in support of the bill.

Mr. Tom Hardy, Bountiful City Manager and Utah League of Cities and Towns, spoke in opposition to the bill.

Mr. Robert Newman, Utah Retirement Systems, answered questions of committee members regarding the bill.

MOTION: Representative Beck moved to pass the bill out favorably. The motion passed
unanimously.

Chair Bigelow relinquished the chair to Vice Chair Anderson.


H.B. 230    Retirement of Public Safety Officials (R. Bigelow)

Representative Bigelow explained the bill to the committee.

Mr. Rick Hendricks, Logan City Police Department, and Jon Greiner, Utah Chiefs of Police Association, spoke in support of the bill.

Mr. Tom Hardy, Bountiful City Manager and Utah League of Cities and Towns, spoke in opposition to the bill.

Mr. Kevin A. Howard, Utah Retirement Systems, answered questions regarding the bill.

MOTION:
    Representative Bigelow moved to pass the bill out favorably.

Representative Ure moved to amend the bill as follows:

            The substitute motion failed with the voting as follows: Representative Buffmire, Representative Tyler, Representative Anderson, and Representative Bigelow voted no. Representative Bush, Representative Ure, and Representative Way voted yes. Representative Beck was absent for the vote.

    Voting then took place on the original motion of Representative Bigelow to pass the bill out favorably. The motion passed with Representative Ure and Representative Way voting no. Representative Beck was absent for the vote.

MOTION:    Representative Ure moved to adjourn the meeting. The motion passed unanimously with Representative Beck absent for the vote.

Vice Chair Anderson adjourned the meeting at 1:58 p.m.
