INTERIM RULES RESOLUTION - REPORT

             6      This resolution modifies Interim Rules governing joint committees by requiring that the
             7      chair verbally announce the result of the vote and verbally identify either those members
             8      who voted "yes" or those members who voted "no." This resolution takes effect
             9      immediately.
             10      This resolution affects legislative rules as follows:
             11      AMENDS:
             12          IR-2.03
             13      Be it resolved by the Legislature of the state of Utah:
             14          Section 1. IR-2.03 is amended to read:
             15           IR-2.03. Committee and Subcommittee Majority -- Quorum -- Voting.
             16          (1) For the purpose of determining a committee or subcommittee quorum, a majority is
             17      at least 50% in one house and more than 50% in the other.
             18          (2) (a) For the purpose of voting in a meeting, a majority is at least 50% in one house
             19      and more than 50% in the other.
             20          (b) After the committee votes, the chair shall:
             21          (i) determine whether the motion passed or failed;
             22          (ii) verbally announce that the motion passed or that the motion failed; and
             23          (iii) verbally identify by name either the committee members who voted "yes" or the
             24      committee members who voted "no."
             25          Section 2. Effective date.
             26          This resolution takes effect upon approval by a constitutional majority vote of all
             27      members of the Senate and House of Representatives.
