Chair Thompson called the meeting to order at 4:32 p.m.

MOTION:    Representative Buffmire moved to approve the minutes of the February 11, 2003 committee meeting. The motion passed unanimously with Representative Buxton, Representative Jones, and Representative Lockhart absent for the vote.

Prior to discussion of the bill, those who would testify before the committee on H.B. 109 were sworn in by committee staff.

H.B. 109    Informed Consent for Electroconvulsive Treatment and Reporting Requirements (K. Bryson)

Representative Bryson explained the bill to the committee with the assistance of Dr. Lee Coleman.

Speaking in support of the bill were Mr. William Penrod, Ms. Kathleen Sorenson, Ms. Lora Mengucci, and Ms. Gayle Ruzicka, Utah Eagle Forum.

Dr. Louis A. Moench, Utah Psychiatric Association; Ms. Charlene Fehringer; Mr. Kevin Taylor and daughter, Lindsay; and Dr. James C. Ashworth, Neuropsychiatric Institute - University of Utah spoke in opposition to the bill.



MOTION:    Representative Buffmire moved to pass the bill out favorably.

SUBSTITUTE MOTION: Representative Lockhart moved to adjourn the meeting. The motion passed with Representative Buffmire, Representative Jones, Representative Litvack, and Representative Mascaro voting no.

H.B. 241 Partial Birth Abortion Amendments, sponsored by Representative Mike Thompson, was not considered in today's meeting.

Chair Thompson adjourned the meeting at 6:30 p.m.
