             8      LONG TITLE
             9      General Description:
             10          This concurrent resolution of the Legislature and the Governor urges Utah's
             11      congressional delegation to support the administration's efforts to protect the United
             12      States from weapons of mass destruction.
             13      Highlighted Provisions:
             14          This resolution:
             15          .    urges the members of the United States Senate and the United States House of
             16      Representatives to support the Bush Administration's efforts to keep the United
             17      States and its allies safe from terrorists, dangerous authoritarian regimes, and
             18      weapons of mass destruction.
             19      Special Clauses:
             20          None
             21     
             22      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             23          WHEREAS, in the immortal words of former President Franklin Delano Roosevelt,
             24      "When you see a rattlesnake poised to strike, you do not wait until he has struck before you
             25      crush him";
             26          WHEREAS, the terrorist attacks of September 11, 2001 showed that new deadly
             27      challenges have emerged from rogue states and terrorists;


             28          WHEREAS, the proliferation of weapons of mass destruction has fundamentally
             29      changed the nature of threats against the United States and its allies;
             30          WHEREAS, a coordinated chemical, biological, or nuclear attack against the United
             31      States or its allies will cost the lives of millions of innocent Americans and other individuals
             32      and cause immeasurable damage to the United States and world economies;
             33          WHEREAS, the United States cannot wait patiently and allow radical regimes that
             34      support terrorism to acquire or manufacture illegal weapons of mass destruction and pass them
             35      onto terrorist organizations;
             36          WHEREAS, if the United States does not meet this terrorist threat in the streets of
             37      Baghdad and Kandahar, Americans will be forced to fight them in Boston and Kansas City; and
             38          WHEREAS, President Bush has correctly stated that the United States has the right to
             39      defend itself and its allies if the world community refuses to enforce the rule of law to deter or
             40      remove future threats from tyrannical regimes and the proliferation of weapons of mass
             41      destruction:
             42          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             43      Governor concurring therein, urges Utah's congressional delegation to support the efforts of the
             44      Bush Administration to keep the United States and its allies safe from terrorists, dangerous
             45      authoritarian regimes, and weapons of mass destruction.
             46          BE IT FURTHER RESOLVED that copies of this resolution be sent to the members of
             47      Utah's congressional delegation.
