    Representative Donnelson called the meeting to order at 8:07 A.M. and called for a motion to approve the minutes of February 19, 2004.

MOTION:    Representative Ure moved to approve the minutes of February 19, 2004. The motion passed unanimously with Representatives Allen, Curtis, Goodfellow, McCartney, Snow, and Styler absent for the vote.


H.B. 321    Motor Vehicle Registration Revisions (Rep. C. Bennion)

MOTION:    Representative Bennion moved to delete H.B. 321 and replace it with 1st Substitute H.B. 321. The motion passed unanimously with Representatives Allen, Curtis, Goodfellow, McCartney, Snow and Styler absent for the vote.

    The sponsor introduced the substitute bill and explained its intent.

    Rob Jolley, 3M Center, and Wayne Jones, Independent Auto Dealers Association, Rod Morrelli, Executive Director, State Tax Commission, and Lynn Belinka, Division of Finance, addressed questions from the committee.



    Brent Gardner, Utah Association of Counties, spoke in favor of the bill.

MOTION:    Representative Ure moved to amend:

1.    Page 7, Line 181:    After "(B) to" delete "$300" and Insert "$200"

2.    Page 10, Line 279:    After "first" delete "$200" and Insert "$150"

3.    Page 11, Line 311:    After "The first" delete "$200" and Insert "$150"

4.    Page 11, Line 325:    After "the first" delete "$200" and Insert "$150"

5.    Page 12, Line 339:    After "(a) the first" delete "$200" and Insert "$150"

SUBSTITUTE
MOTION:
    Representative Becker moved to amend:

1.    Page 6, Line 174:    After "iii" delete "$1,000" and Insert "$500"

2.    Page 7, Line 181:    After "(B) to" delete "$300" and Insert "$200"

3.    Page 10, Line 279:    After "first" delete "$200" and Insert "$150"

4.    Page 11, Line 311:    After "The first" delete "$200" and Insert "$150"

5.    Page 11, Line 325:    After "the first" delete "$200" and Insert "$150"

6.    Page 12, Line 339:    After "(a) the first" delete "$200" and Insert "$150"

The motion passed 7-2-3 with Representatives Bennion and Urquhart voting against the motion, and Representatives Curtis, McCartney, and Styler absent for the vote.

MOTION:    Representative Ure moved to pass 1st Substitute H.B. 321 out favorably as amended. The motion passed unanimously with Representatives Curtis, McCartney, and Styler absent for the vote.

H.B. 318    Uniform Statewide Fees for Certain Tangible Personal Property (Rep. C. Bennion)

Due to time this bill was not discussed in committee.



MOTION:    Representative Urquhart moved to adjourn. The motion passed unanimously. The meeting adjourned at 8:57 A.M.
