MOTION: Rep. Frank moved to transmit the bill out favorably. The motion passed unanimously.
MOTION: Rep. Clark moved to approve the minutes of February 20, 2004 and February 23, 2004 as corrected. The motion passed unanimously.

Sen. Hatch introduced the bill and explained it to the committee.
