Committee Chair Sen. Hellewell called the meeting to order at 8:35 a.m.
MOTION: Sen. Hale moved to approve the minutes of the Jan. 18, 2005.
The motion passed unanimously with Sen. Davis absent for the vote.
1. S.B. 86 2004 General Obligation Bond Amendments (P. Knudson)
Sen. Knudson explained the bill.
MOTION: Sen. Hale moved to incorporate Sen. Knudson's amendments to the bill.
The motion passed unanimously with Sen. Davis absent for the vote.
MOTION: Sen. Hale moved to further amend the bill.
The motion failed with Sen. Christensen and Sen. Hale voting in favor of the amendment and Sen. Hickman and Sen. Hellewell voting in opposition, and with Sen. Davis absent for the vote.
MOTION: Sen. Hickman moved to pass the bill as amended with a favorable recommendation.
The motion passed with Sen. Hale voting in opposition.
2. SB. 88 Creation of Local Districts (C. Walker)
Sen. Walker explained the bill.
MOTION: Sen. Hale moved to pass the bill with a favorable recommendation.
The motion passed unanimously with Sen. Hickman and Sen. Christensen absent for the vote.
3. S.B. 90 County Officers Serving on Boards of County Mental Health and Substance Abuse (D, Thomas)
Sen. Thomas explained the bill.
MOTION: Sen. Davis moved to pass the bill with a favorable recommendation.
The motion passed unanimously with Sen. Christensen and Sen. Hickman absent for the vote.
4. S.B. 97 Consolidation of City and County Library (G. Bell)
Sen. Bell explained the bill.
Nathan Pace, attorney, Kaysville City Council spoke in favor of the bill.
MOTION: Sen. Davis moved to amend the bill as follows:
1. Page 2, Lines 30 through 32 :

31 directors shall convey all assets
and
, except as provided in Subsection (2),

trust funds to the
32 county library board of directors, and the city library shall cease operation.
The motion passed unanimously.
MOTION: Sen. Christensen moved to pass the bill as amended.
The motion passed unanimously with Sen. Davis absent for the vote.
5. S.B. 102 Lobbyist Reporting Amendments (G. Bell)
Sen. Bell explained the bill.
Sandy Beck, Executive Director, League of Women Voters, spoke in favor of the bill.
MOTION: Sen. Hale moved to pass the bill with a favorable recommendation.
The motion failed. Sen. Hale and Sen. Christensen voted in favor of the motion and Sen. Hellewell and Sen. Hickman voted in opposition.
6. S.B. 106 Utah Religious Land Use Act (D. Thomas)
Sen. Thomas explained the bill.
Lynn Pace, Deputy City Attorney, Salt Lake City Corporation, raised some concerns with the bill.
MOTION: Sen. Davis moved to hold the bill until the next meeting.
SUBSTITUTE MOTION: Sen. Christensen moved to pass the bill with a favorable recommendation.
The substitute motion failed with Sen. Christensen and Sen. Hellewell voting in favor,
Sen. Davis and Sen. Hale voting in opposition, and Sen. Hickman absent for the vote.
MOTION: Sen. Hale moved to adjourn.
The motion passed unanimously.
