Committee Chair Thomas called the meeting to order at 8:07 a.m.
1. Approval of Minutes
MOTION: Sen. Arent moved to approve the minutes of February 20, 2006. The motion passed unanimously with Sen. Eastman absent for the vote.
2. H.B. 151 Adjustments in Funding for Concurrent Enrollment (Rep. M. Dayton)
Rep. Margaret Dayton presented the bill.
Dave Buhler, Associate Commissioner of Higher Education; President Bill Sederberg, Utah Valley State College; and Commissioner of Higher Education Rich Kendall spoke in support of the bill.
Myron Cottam, Utah State Office of Education; Paul Puzey, Utah State Office of Education, Steven Peterson, Utah School Boards Association; and Devin French, student, spoke in opposition.
Ray Timothy from the State Office of Education answered questions from the committee.
MOTION: Sen. Arent moved to passed 1st Sub. 151, Adjustments in Funding for Concurrent Enrollment, out of committee with a favorable recommendation.
The motion passed unanimously with Sen. Stephenson absent for the vote.
3. H.B. 428 Consumer Sales Practices Act Amendments (Rep. M. S. Lawrence)
Rep. Susan Lawrence presented the bill.
MOTION: Sen. Arent moved to pass H.B. 428, Consumer Sales Practices Act Amendments, out of committee with a favorable recommendation.
The motion passed unanimously with Sen. Stephenson absent for the vote.
MOTION: Sen. Hale moved to place H.B. 428 on the Consent Calendar.

4. H.B. 326 New Century Scholarship Amendments (Rep. K. Holdaway)
