Approval of Minutes

    MOTION:
Sen. Greiner moved to approve the minutes of February 12, 2007 and the     corrected minutes of February 7, 2007.

    The motion passed unanimously with Sens. Dmitrich and Stephenson absent for the     vote.

1.    S.B. 209 State Franchising Authority for Video Services (C. Bramble)

    Sen. Bramble explained the bill.

    Those speaking in favor of the bill:

    Roger Tew, Utah League of Cities and Towns, spoke to the bill.

    Jerold G. Oldroyd, Attorney, Ballard Sphar Andrews & Ingersoll, spoke in opposition to the     bill.

     MOTION: Sen. Bramble moved to pass S.B. 209 out of Committee with a favorable     recommendation with the understanding that dialogue will continue with all     participants.

    The motion passed unanimously.

    Sen. Greiner assumed the Chair.

2.    S.R. 3 Resolution Increasing Public Awareness of Capital Gains Tax Deduction
    (W. Niederhauser)


    Sen. Niederhauser explained the bill.

    Stan Lockhart, Public Affairs, Micron, spoke in support of the bill and answered questions     from the committee.

    Pam Hendrickson, Chair, Utah State Tax Commission, further explained the bill and spoke in     support of S.R. 3.

     MOTION: Sen. Dmitrich moved to pass S.R. 3 out of Committee with a favorable     recommendation.

    The motion passed unanimously with Sen. Bramble absent for the vote.


     MOTION: Sen. Niederhauser moved that S.R. 3 be placed on the Consent Calendar.

    The motion passed unanimously with Sen. Bramble absent for the vote.

     MOTION: Chair Niederhauser moved to adjourn.

    The motion passed unanimously with Sen. Bramble absent for the vote.

    The meeting adjourned at 9:33 a.m.
