             8      LONG TITLE
             9      General Description:
             10          This resolution of the House of Representatives urges the United States Congress to
             11      pass legislation that addresses the current illegal immigration crisis.
             12      Highlighted Provisions:
             13          This resolution:
             14          .    urges the United States Congress to "support and defend the Constitution of the
             15      United States" by passing the necessary and appropriate legislation to resolve the
             16      illegal immigration crisis;
             17          .    urges that the legislation should address secure U.S. border security, stop illegal
             18      immigration, and end birthright citizenship for children of illegal immigrants; and
             19          .    urges that the legislation reject amnesty for illegal immigrants, and cease any
             20      government program or agreement that would lead to the creation of an open
             21      borders North American Union.
             22      Special Clauses:
             23          None
             24     
             25      Be it resolved by the House of Representatives of the state of Utah:
             26          WHEREAS, the United States Constitution Article IV, Sec. 4 declares, "The United
             27      States shall guarantee to every State in this Union a Republican form of Government, and shall


             28      protect each of them against Invasion; and on Application of the Legislature, or of the
             29      Executive (when the Legislature cannot be convened), against Domestic Violence";
             30          WHEREAS, even conservative estimates of the number of illegal immigrants residing
             31      in the United States range from 12 million to 20 million, with some estimates as high as 30
             32      million;
             33          WHEREAS, the illegal entry into the United States by tens of millions of illegal
             34      immigrants is approaching 10% of the nation's total population;
             35          WHEREAS, the federal government has allowed illegal immigration to occur at an
             36      accelerated pace for the last several decades;
             37          WHEREAS, the North American Free Trade Agreement and the Security and
             38      Prosperity Partnership of North America are being used as the legal framework to create a
             39      North American Union, which would erase the national borders between the United States,
             40      Mexico, and Canada and eventually permit unlimited movement of people throughout North
             41      America; and
             42          WHEREAS, a condition of completely open borders throughout North America would
             43      constitute the end of national independence for the United States of America, nullifying the
             44      Declaration of Independence and the Constitution:
             45          NOW, THEREFORE, BE IT RESOLVED that the House of Representatives of the
             46      state of Utah urges the United States Congress to "support and defend the Constitution of the
             47      United States" by passing the necessary and appropriate legislation to resolve the illegal
             48      immigration crisis.
             49          BE IT FURTHER RESOLVED that the House of Representatives of the state of Utah
             50      urges that the legislation should secure the United States' borders, stop illegal immigration,
             51      including ending the economic incentives for illegal immigration, and end birthright citizenship
             52      for children of illegal immigrants.
             53          BE IT FURTHER RESOLVED that the legislation also reject any form of amnesty for
             54      illegal immigrants and stop funding, dismantle, or repeal any government program or
             55      agreement, like the Security and Prosperity Partnership of North America, that would lead to
             56      the creation of an open borders North American Union.
             57          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Majority
             58      Leader of the United States Senate, the Speaker of the United States House of Representatives,


             59      and the members of Utah's congressional delegation.
