Rep. Painter, Vice Chair, called the meeting to order at 8:11 a.m.

MOTION: Rep. Anderson moved to approve the minutes of February 20, 2008. The motion passed unanimously. Rep. Hughes, Rep. Lockhart, Rep. Moss, Rep. Shurtliff, Rep. Sumsion, and Rep. Urquhart were absent for the vote.

H.B. 436    English Language Learner Family Literacy Centers Program (Rep. G. Hughes)

Rep. Hughes introduced the bill which establishes English Language Learner Family Literacy Centers within the State System of Public Education

The following spoke in support of the bill:
    Sarah Meier, Utah School Boards Association
    Vik Arnold, Utah Education Association

MOTION: Rep. Gowans moved to pass the bill out with a favorable recommendation. The

motion passed unanimously. Rep. Last, Rep. Shurtliff, and Rep. Urquhart were absent for the vote.

H.B. 274    Utah K-8 Online Virtual School (Rep. B. Ferry)

MOTION: Rep. Holdaway moved to delete in title and body H.B. 274 and adopt 1st Substitute H.B. 274. The motion passed unanimously. Rep. Hughes, Rep. Shurtliff, and Rep. Urquhart were absent for the vote.

Rep. Ferry introduced the bill which authorizes the State Board of Education to establish a virtual school for students in kindergarten through eighth grade.

Rep. Hughes, Chair, assumed the chair.

MOTION: Rep. Lockhart moved to pass out with a favorable recommendation 1st Substitute H.B. 274. The motion passed with Rep. Gowans and Rep. Wheatley voting in opposition. Rep. Urquhart was absent for the vote.

1st Sub. S.B. 36    Charter and Online Schools - Participation in Extracurricular Activities (Sen. M. Madsen)

Sen. Madsen introduced the bill which addressed the eligibility of charter school students and students who participate in online education programs to participate in extracurricular activities.

MOTION: Rep. Lockhart moved to pass out with a favorable motion 1st Substitute S.B. 36. The motion failed with Rep. Anderson, Rep. Hughes, Rep. Lockhart, Rep. Newbold, Rep. Painter, and Rep. Sumsion voting in favor of the motion. Rep. Urquhart was absent for the vote.

Due to time constraints, the following bill was not heard.

S.B. 91    Benefits to American Board Certified Teachers (Sen. M. Madsen)

MOTION: Rep. Lockhart motioned to adjourn the meeting. The motioned passed unanimously. Rep. Urquhart was absent for the vote.

The meeting adjourned at 9:59 a.m.
