Chair VanTassell called the meeting to order at 8:35 a.m. and announced that S.B. 57 would not be heard today.

Approval of Minutes

    MOTION:
Sen. Niederhauser moved to approve the minutes of the February 1, 2008     meeting.

    The motion passed unanimously.

1.    S.B. 79 Small Business Access Amendments
(R. Romero)

    Sen. Romero introduced the bill and answered questions from the Committee.

     MOTION: Sen. Niederhauser moved to pass the bill out favorably.

    The motion passed unanimously.


Sen. Niederhauser assumed the Committee Chair

2.    S.B. 171 Repeal of Certain Reporting by Financial Instirutions (K. VanTassell)

    
Sen. VanTassell introduced the bill.

    Scott Reed, Assistant Attorney General, Office of the Attorney General, and Ed Leary,     Commissioner, Department of Financial Institutions, further clarified the bill, answered     questions from the Committee, and spoke in support of the bill.

     MOTION: Sen. Mayne moved to pass the bill out favorably.

    The motion passed unanimously.

Chair VanTassell resumed the Committee Chair.

3.    S.B. 176 Unemployment Insurance Contribution Rates Amendments (H. Stephenson)

    
Sen. Stephenson introduced the bill and a handout was distributed.

    Bill Starks, Director, Unemployment Insurance Division, Department of Workforce Services,     further clarified the bill.

    Jim Olsen, President, Utah Retail Merchants Association, spoke in support of the bill.

     MOTION: Sen. Mayne moved to pass the bill out favorably.

    The motion passed unanimously.

     MOTION: Sen. Mayne moved to adjourn.

    The motion passed unanimously.

    Chair VanTassell adjourned the meeting at 9:00 a.m.
