Rep. Sumsion called the meeting to order at 4:43 p.m.
MOTION: Rep. Ipson moved to approve the minutes of February 17, 2009. The motion passed unanimously with Rep. Powell and Rep. Moss absent for the vote.
H.B. 330, Utah School Seismic Hazard Inventory
Rep. Wiley introduced the bill which establishes requirements relating to public school seismic safety.
The following spoke in support of the bill:
Barry Welliver, Structural Engineer
Roger Evans, Park City municipal corporation
Ronda Rose, Utah PTA
Steve Peterson, Utah School Boards Association and Utah School Superintendents Association spoke in opposition to the bill.
MOTION: Rep. Frank motioned to move to the next item on the agenda.
SUBSTITUTE MOTION: Rep. Moss moved to pass the bill out with a favorable recommendation. The motion passed with Rep. Dee, Rep. Frank, Rep. Holdaway, and Rep. Ipson voting in opposition. Rep. Sumsion was absent for the vote.
H.B. 364, Border and Nonresident Student Amendments
Rep. Ipson introduced the bill which modifies procedures relating to admission of resident and nonresident students, assisted by Frank Lojko, Dixie State College.

MOTION: Rep. Dee moved to amend the bill as follows:
1. Page 8, Lines 228 through 229 :

(ii) may not exclude Utah residents from attending the college as a result of offering waivers to nonresident students.
The motion failed with Rep. Black, Rep. Holdaway, Rep. Moss, Rep. Poulson, and Rep. Powell voting in favor. Rep. Sumsion was absent for the vote.
MOTION: Rep. Dee moved to pass the bill out with a favorable recommendation. The motion passed with Rep. Holdaway voting in opposition. Rep. Sumsion was absent for the vote.
MOTION: Rep. Powell moved to adjourn at 5:30 p.m. The motion passed unanimously with Rep. Sumsion absent for the vote.
