MOTION: Rep. Arent moved to approve the minutes of February 2, 2011. The motion passed unanimously.
H.B. 220 Civics Education Amendments (Rep. M. Morley)
Rep. Morley introduced the bill which modifies requirements for instruction in American history and government.

MOTION: Rep. Powell moved to amend the bill as follows:

MOTION: Rep. Hughes moved to pass the bill out with a favorable recommendation. The motion passed with Rep. Arent, Rep. Edwards, Rep. Moss, and Rep. Poulson voting in opposition.
S.B. 107 Higher Education Success Stipend Program (Sen. W. Niederhauser) (Rep. G. Hughes)
Sen. Niederhauser introduced the bill which replaces the Utah Centennial Opportunity Program for Education with the Success Stipend Program within the State System of Higher Education.
Dave Buhler, Associate Commissioner, Utah Higher Education, spoke in support of the bill.
MOTION: Rep. Hughes moved to pass the bill out with a favorable recommendation. The motion passed unanimously.
S.B. 46 Higher Education Residency Requirements (Sen. M. Dayton) (Rep. K. Grover)
Sen. Dayton introduced the bill which amends provisions related to higher education residency requirements.
MOTION: Rep. Arent moved to pass the bill out with a favorable recommendation. The motion passed unanimously. Rep. Sumsion was absent for the vote.
S.B. 38 K-3 Reading Amendments (Sen. K. Morgan) (Rep. R. Edwards)
Rep. Edwards introduced the bill which amends deadlines related to the mid-year reading assessments of first, second, and third grade students.
MOTION: Rep. Arent moved to pass the bill out with a favorable recommendation. The motion passed unanimously. Rep. Hughes and Rep. Sumsion were absent for the vote.
