             7      LONG TITLE
             8      General Description:
             9          This bill requires a bill to be in possession of a House for 72 hours before final passage.
             10      Highlighted Provisions:
             11          This resolution:
             12          .    requires both the House and Senate to have a bill in its possession for at least 72
             13      hours before taking a vote on final passage; and
             14          .    allows this requirement to be suspended by a two-thirds vote.

             21      Be it resolved by the Legislature of the state of Utah:
             22          Section 1. JR4-4-110 is enacted to read:
             23          JR4-4-110. Minimum Time Required Before Final Passage.
             24          (1) Except as provided in Subsection (2), the House or Senate may not take a vote for
             25      final passage on a piece of legislation if the piece of legislation has not been in the possession
             26      of that house for at least 72 hours.
             27          (2) The House or Senate may suspend the requirement of Subsection (1) by a


             28      two-thirds vote.
