10 General Description:
11 This rules resolution modifies the joint legislative rule that establishes appropriations
12 subcommittees.
13 Highlighted Provisions:
14 This rules resolution:
15 . modifies the joint legislative rules to establish a new appropriations subcommittee
16 entitled the Utah College of Applied Technology Appropriations Subcommittee.

23 Be it resolved by the Legislature of the state of Utah:
24 Section 1. JR3-2-302 is amended to read:
25 JR3-2-302. Appropriation subcommittees -- Created -- Membership -- Quorum
26 and voting requirements.
27 (1) The members of the Joint Appropriations Committee shall be divided into the
28 following subcommittees:
29 (a) Infrastructure and General Government;
30 (b) Business, Economic Development, and Labor;
31 (c) Executive Offices and Criminal Justice;
32 (d) Social Services;
33 (e) Higher Education;
34 (f) Utah College of Applied Technology;

38 (2) (a) Subject to Subsection (3), the President of the Senate and Speaker of the House
39 shall appoint their respective members to each subcommittee.
40 (b) (i) The President of the Senate shall designate one senator in each subcommittee as
41 the Senate chair.
42 (ii) The Speaker of the House shall designate one representative in each subcommittee
43 as the House chair and one representative in each subcommittee as the House vice chair.
44 (3) The Retirement and Independent Entities Subcommittee shall have the same
45 members as the Retirement and Independent Entities Committee created in Section 63E-1-201 .
46 (4) (a) A majority of any appropriations subcommittee is a quorum for the transaction
47 of business.
48 (b) In determining a subcommittee quorum, a majority is at least 50% in one house and
49 more than 50% in the other.
50 (5) (a) In all decisions of the subcommittees, a majority vote prevails.
51 (b) A majority vote is at least 50% of the members of one house and more than 50% in
52 the other house in attendance.
