             10      General Description:
             11          This concurrent resolution of the Legislature and the Governor approves the state's
             12      participation in the Interlocal Cooperation Agreement Establishing the Jordan River
             13      Commission.
             14      Highlighted Provisions:
             15          This resolution:
             16          .    approves the state's participation in the Interlocal Cooperation Agreement
             17      Establishing the Jordan River Commission.
             18      Special Clauses:
             19          None
             20     
             21      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             22          WHEREAS, the Interlocal Cooperation Agreement Establishing the Jordan River
             23      Commission (Agreement), is an agreement between the Department of Natural Resources, the
             24      Department of Environmental Quality, the Jordan Valley Water Conservancy District, the Utah
             25      Transit Authority, Utah County, Davis County, Salt Lake County, and individual municipalities
             26      located within the Jordan River watershed;
             27          WHEREAS, the Agreement is entered into by the members in order to develop and


             28      implement comprehensive management plans for the Jordan River and its stream banks, to
             29      encourage and promote multiple uses of the Jordan River, to conserve and protect the Jordan
             30      River's natural resources, to maintain and develop recreation access to the Jordan River, and to
             31      monitor and promote responsible economic development activities around the Jordan River;
             32          WHEREAS, the participants in the Agreement are enthusiastic about cooperating on,
             33      and coordinating decisions about, the Jordan River's future;
             34          WHEREAS, the Governing Board of the Jordan River Commission currently consists
             35      of a member of the Legislature whose district includes residents adjacent to the Jordan River, a
             36      representative of the Governor's Office, a representative of the Department of Natural
             37      Resources, a representative of the Department of Environmental Quality, a representative of the
             38      Jordan Valley Water Conservancy District, a representative of the Utah Transit Authority, an
             39      elected official of Utah County, an elected official of Davis County, an elected official of Salt
             40      Lake County, and an elected official of each municipality who is a signatory to the Agreement;
             41          WHEREAS, the state should be a party to any ongoing dialogue and involvement in the
             42      Jordan River's future and development and should be at the forefront of input and planning;
             43          WHEREAS, the Department of Natural Resources, the Department of Environmental
             44      Quality, and the Utah Transit Authority have a desire and obligation to help the Jordan River
             45      Commission succeed and commit to supporting the Jordan River Commission through
             46      financial or in-kind contributions that may include office space, computers, telephone and
             47      Internet, GIS mapping, copying and printing, and use of equipment; and
             48          WHEREAS, the Agreement also provides that the Department of Natural Resources,
             49      the Department of Environmental Quality, and the Utah Transit Authority may withdraw from
             50      the Jordan River Commission if the executive director of the department gives six months
             51      notice of its intent to withdraw, and the withdrawal does not materially adversely affect any
             52      project or bonds previously approved by the Jordan River Commission:
             53          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             54      Governor concurring therein, approves the Department of Natural Resources, the Department
             55      of Environmental Quality, and the Utah Transit Authority entering into the Interlocal
             56      Cooperation Agreement Establishing the Jordan River Commission.
