Vice Chair Pitcher called the meeting to order at 2:11 p.m.
MOTION: Rep. Anderson moved to approve the minutes of the February 1, 2013 meeting.
The motion passed unanimously with Rep. Dunnigan absent for the vote.
H.B. 244 Mental Health Professional Practice Act Amendments (Rep. E. Redd)
This bill was not heard.
H.B. 278 Public School Seismic Studies (Rep. G. Froerer)
MOTION: Rep. Froerer moved to replace H.B. 278 with 1st Substitute H.B. 278. The
motion passed unanimously with Rep. Dunnigan absent for the vote.
MOTION: Rep. Froerer moved to amend 1st Substitute H.B. 278 as follows:
2, Line 52 through Page 3, Line 57
(4) A school district is not required to conduct or update a seismic safety evaluation
a building as required in Subsection (2)(a) if
a seismic safety evaluation was performed on the
building within the 25-year period before the school district issues the qualifying general
(b) the school district provides a copy of the school district's seismic safety
evaluation described in Subsection (4)(a) to the Utah Seismic Safety Commission.
Section 2. Effective date.
If approved by two-thirds of all the members elected to each house, this bill takes

recommendation. The motion passed with Rep. Anderson and Rep. Dunnigan voting in
