Chair Dunnigan called the meeting to order at 4:05 p.m.

MOTION:    Rep. Pitcher moved to approve the minutes of the February 14, 2013 meeting. The motion passed unanimously with Rep. Anderson, Rep. Brown, Rep. Froerer, and Rep. Layton absent for the vote.

H.B. 244    Mental Health Professional Practice Act Amendments (Rep. E. Redd)

MOTION:    Rep. Wilson moved to amend H.B. 244 as follows:

1.    Page 3, Lines 65 through 80 :    

             65          (5) "Mental health therapist" means an individual
  who is practicing within the scope of practice defined in the individual's respective licensing act and is       licensed under this title as:

             66          (a) a physician and surgeon, or osteopathic physician engaged in the practice of mental


             67      health therapy;
             68          (b) an advanced practice registered nurse, specializing in psychiatric mental health
             69      nursing;
             70          (c) an advanced practice registered nurse intern, specializing in psychiatric mental
             71      health nursing;
             72          [(c)] (d) a psychologist qualified to engage in the practice of mental health therapy;
             73          [(d)] (e) a certified psychology resident qualifying to engage in the practice of mental
             74      health therapy;
             75          [(e)] (f) a clinical social worker;
             76          [(f)] (g) a certified social worker;
             77          [(g)] (h) a marriage and family therapist;
             78          [(h)] (i) an associate marriage and family therapist;
             79          [(i)] (j) a clinical mental health counselor; or
             80          [(j)] (k) an associate clinical mental health counselor.

The motion passed unanimously with Rep. Brown and Rep. Froerer absent for the vote.

Rep. Redd explained the bill to the committee assisted by Santiago Cortez and Mary Lou
Emerson of the Utah Substance Abuse Advisory Council. A handout was distributed.

Joe Call, citizen, spoke to the bill, and the following individuals spoke in favor of the bill:

MOTION:    Rep. Anderegg moved to transmit H.B. 244 with a favorable recommendation. The motion passed unanimously with Rep. Anderson and Rep. Froerer absent for the vote.

S.B. 161    Restitution Amendments (Sen. C. Bramble)

Sen. Bramble explained the bill to the committee.

MOTION:    Rep. Bird moved to transmit S.B. 161 with a favorable recommendation. The motion passed unanimously with Rep. Anderson and Rep. Froerer absent for the vote.

MOTION:    Rep. Anderegg moved to place S.B. 161 on the Consent Calendar. The motion passed unanimously with Rep. Anderson and Rep. Froerer absent for the vote.



H.B. 117    Regulation of Tattoo Industry (Rep. J. Stanard)

Rep. Stanard explained the bill to the committee.

MOTION:    Rep. Brown moved to transmit H.B. 117 with a favorable recommendation. The motion passed with Rep. Roberts voting in opposition and Rep. Froerer absent for the vote.

Chair Dunnigan relinquished the chair to Vice Chair Pitcher.

H.B. 238    Cosmetology and Hair Braiding (Rep. J. Dunnigan)

Rep. Dunnigan explained the bill to the committee assisted by Mark Steinagel, Director of the Utah Division of Occupational and Professional Licensing.
