Chair Dunnigan called the meeting to order at 2:11 p.m.

MOTION:    Rep. Pitcher moved to approve the minutes of the February 25, 2013 meeting. The motion passed unanimously with Rep. Anderson, Rep. Bird, and Rep. Froerer absent for the vote.

H.J.R. 13    Joint Resolution Honoring Ambassador John Price (Rep. B. Wilson)

Rep. Wilson explained the resolution to the committee.

MOTION:    Rep. Brown moved to transmit HJR 13 with a favorable recommendation. The motion passed unanimously with Rep. Anderson absent for the vote.

H.B. 75    Occupational and Professional Licensing Amendments (Rep. B. Greene)

MOTION:    Rep. Froerer moved to replace H.B. 75 with 2nd Substitute H.B. 75. The motion passed unanimously with Rep. Anderson absent for the vote.

Rep. Greene explained the bill to the committee.


MOTION:    Rep. Wiley moved to amend H.B. 75 as follows:

1.    Page 5, Line 147 through Page 6, Line 150 :    

             147          (2) [Applicants shall submit] If an application is submitted by a representative of an
             148      occupation or profession, the application shall include a nonrefundable fee of
{   $500   }        $100       [with each

             149      application].
             150          (3) All application fees shall be deposited in the General Fund.

The motion failed with Rep. Bird, Rep. Duckworth, Rep. Wheatley, Rep. Wiley, and Rep. Pitcher voting in favor.

MOTION:    Rep. Wheatley moved to proceed to the next item on the agenda. The motion failed with Rep. Bird, Rep. Duckworth, Rep. Peterson, Rep. Pitcher, and Rep. Wheatley voting in favor and Rep. Anderson absent for the vote.

Candace Daly, representing a number of professions under Title 58, spoke against the bill.

MOTION:    Rep. Layton moved to proceed to the next item on the agenda. The motion passed unanimously with Rep. Anderson absent for the vote.

H.R. 3    House Resolution Requesting Repeal of the Patient Protection and Affordable Care Act (Rep. J. Anderegg)

Rep. Anderegg explained the resolution to the committee assisted by Brian Allen representing America's Health Insurance Plans. Cherilyn Eagar representing the American Association of Physicians and Surgeons spoke in favor of the resolution.

MOTION:    Rep. Bird moved to transmit H.R. 3 with a favorable recommendation. The motion passed with Rep. Duckworth, Rep. Wheatley, and Rep. Wiley voting in opposition and Rep. Anderson, Rep. Cox, and Rep. Wilson absent for the vote.

1st Sub. S.B. 147    Workers' Compensation and Occupational Safety Related Amendments (Sen. K. Mayne)

Sen. Mayne explained the bill to the committee assisted by Ron Dressler of the Labor Commission.

MOTION:    Rep. Froerer moved to transmit 1st Sub. S.B. 147 with a favorable recommendation. The motion passed unanimously with Rep. Anderegg, Rep. Cox, and Rep. Wilson absent for the vote.

MOTION:    Rep. Bird moved to place 1st Sub. S.B. 147 on the Consent Calendar. The motion passed unanimously with Rep. Anderegg, Rep. Cox, and Rep. Wilson absent for the vote.


H.B. 350    Amendments Related to Alcohol (Rep. C. Oda)


MOTION:    Rep. Stanard moved to amend H.B. 350 as follows:

1.    Page 2, Lines 36 through 37 :    

             36      Other Special Clauses:

{   None   }        This bill takes effect on July 1, 2013.      


2.    Page 59, Line 1813 :    

             1813          (e) a freight embargo.
  Section 29. Effective date.

This bill takes effect on July 1, 2013.  


The motion passed unanimously with Rep. Anderegg, Rep. Brown, Rep. Cox, and Rep. Wilson absent for the vote.

Rep. Oda explained the bill to the committee, and Jim Olsen, Utah Beer Wholesalers Association, spoke in favor of the bill.

MOTION:    Rep. Pitcher moved to transmit H.B. 350 with a favorable recommendation. The motion passed unanimously with Rep. Bird, Rep. Brown, Rep. Cox, and Rep. Wilson absent for the vote.

H.B. 319    Division of Corporations and Commercial Code Reporting Requirements (Rep. D. McCay)

This bill was not heard.
