Rep. Gibson called the meeting to order at 4:10 p.m. Rep. Last was excused.

H.B. 61    Dixie State College - University Status (Rep. D. Ipson)

Rep. Ipson introduced the bill which changes the name of Dixie State College to Dixie State University

MOTION:    Rep. Snow moved to amend the bill as follows:

1.    Page 1, Lines 16 through 21 :    

             16      Money Appropriated in this Bill:

{   This bill appropriates:

             18          .    to Dixie State University - Education and General, as an ongoing appropriation:
             19              .    from the Education Fund, $4,000,000.

{   Section 11. Appropriation.

             352          (1) Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act,
             353      for the fiscal year beginning July 1, 2013, and ending June 30, 2014, the following sums of
             354      money are appropriated from resources not otherwise appropriated, or reduced from amounts
             355      previously appropriated, out of the funds or accounts indicated. These sums of money are in
             356      addition to any amounts previously appropriated for fiscal year 2014.

The motion passed unanimously.



Mr. Dave Buhler, Commissioner, Utah System of Higher Education, spoke in support of the bill.

MOTION:    Rep. Snow moved to pass the bill out with a favorable recommendation. The motion passed unanimously.
    
H.B. 254     College Credits for Veterans (Rep. P. Ray)

MOTION:    Rep. Peterson moved to adopt 1st Substitute H.B. 254. The motion passed unanimously.

Rep. Ray introduced the bill which requires a college or university within the state system of higher education to award credit for certain military service.

The following spoke in support of the bill:

    Mr. Dave Buhler, Commissioner, Utah System of Higher Education

MOTION:    Rep. Poulson moved to pass out 1st Substitute H. B. 254 with a favorable recommendation. The motion passed unanimously.

H.B. 275     Health Insurance for Schools (Rep. J. Bird)

Rep. Bird introduced the bill which amends the duties of local school boards relating to health insurance.

The following spoke in support of the bill:
    Mr. Peter Cannon, Davis County citizen
    Ms. Elizabeth Weight, American Federation of Teachers
    Ms. Gayle Ruzicka, Utah Eagle Forum

Mr. Chris Bleak, Utah Association of Public Charter Schools, requested that the requirement to bid out next year be removed from the bill.

Dr. Martell Menlove, State Superintendent, responded to questions on the bill.

MOTION:    Rep. Powell moved to hold the bill.

SUBSTITUTE MOTION:    Rep. Eliason moved to pass the bill out with a favorable recommendation. The motion failed with Rep. Cunningham, Rep. Gibson, Rep. Eliason, Rep. McCay, Rep. Peterson, and Rep. Snow voting in favor of the motion. Rep. Hughes was absent for the vote.



A vote was taken on Rep. Powell's motion to hold the bill. The motion passed with Rep. Cunningham, Rep. Gibson, Rep. Lifferth, Rep. McCay, and Rep. Peterson voting in opposition to the motion.

MOTION:    Rep. Powell moved to adjourn. The motion passed unanimously with Rep. Hughes absent for the vote. Rep. Gibson adjourned the meeting at 5:35 p.m.
