Chair Gibson called the meeting to order at 4:03 p.m.
MOTION: Rep. Cunningham moved to approve the minutes of February 13, 2013. The motion
passed unanimously. Rep. Hughes, Rep. Last, and Rep. McCay, were absent for the vote.
S.B. 162 Concurrent Enrollment Amendments (Sen. S. Urquhart) (Rep. D. Ipson)
Rep. Urquhart introduced the bill which modifies provisions related to charging partial tuition for
concurrent enrollment courses.
Commissioner Dave Buhler, Utah System of Higher Education, spoke in support of the bill.
Mr. Kory Holdaway, Utah Education Association, spoke in opposition to the bill.
MOTION: Rep. Powell moved to pass the bill out with a favorable recommendation. The motion
passed unanimously. Rep. Hughes, Rep. McCay, and Rep. Stratton were absent for the vote.
1st Sub. S.B. 43 Financial and Economic Literacy Education Amendments (Sen. P. Jones)

Sen. Jones introduced the bill which modifies provisions relating to financial and economic literacy
education.

MOTION: Rep. McCay moved to pass out with a favorable recommendation 1st Substitute S.B. 43.
The motion passed with Rep. Nielson voting in opposition to the motion.
S.B. 122 Student Leadership Skills Development (Sen. A. Osmond) (Rep. G. Hughes)
Sen. Osmond introduced the bill which establishes a pilot program to develop students' behaviors and
skills that enhance learning and are vital to success in a career. Dr. Paul McCarty, Principal, Fremont
Elementary School, and Ms. Jan Tanner, Principal, Eastlake Elementary School, assisted in the
presentation.

MOTION: Rep. Hughes moved to pass the bill out with a favorable recommendation. The motion
passed with Rep. Nielson voting in opposition to the motion. Rep. Last and Rep. Stratton were absent for
the vote.
MOTION: Rep. Lifferth moved to adjourn, The motion passed unanimously. Chair Gibson
adjourned the meeting at 5:41 p.m.
