Chair Gibson called the meeting to order at 8:32 a.m.

MOTION:    Rep Snow moved to approve the minutes of February 19, 2013. The motion passed unanimously. Rep. Cunningham, Rep. Moss, Rep. Nielson, Rep. Powell, and Rep. Stratton were absent for the vote.

H.B. 306    School Land Trust Program Amendments (Rep. L. Perry)

Rep. Perry introduced the bill which modifies provisions related to the School LAND Trust Program.

MOTION:    Rep. McCay moved to amend the bill as follows:

Dr. Martell Menlove, State Superintendent, spoke in support of the bill and noted that the State Board of Education has not yet taken a position on the bill.

Mr. Peter Cannon, speaking for himself, commented on the bill.

MOTION:    Rep. Poulson moved to pass the bill out with a favorable recommendation. The motion passed unanimously.
    
H. B. 134    Parental Notification Related to Student Safety (Rep. G. Froerer)

Rep. Froerer introduced the bill which requires parental notification of certain safety threats to a parent's student.

The following spoke in support of the bill:
    Ms. Laura Warburton, citizen
    Mr. Chase Warburton, student
    Ms. Hannah Worburton, student
    Mr. Chay Warburton, citizen
    Mr. and Mrs. Bud Peterson, parents of a son who committed suicide
    Mr. Kory Holdaway, Utah Education Association

Dr. Patti Harrington, Utah School Boards Association, expressed support for the concept of the bill and commented on the bill.

Mr. Peter Cannon, speaking for himself, commented on the bill.

MOTION:    Rep. Arent moved to pass the bill out with a favorable recommendation.



SUBSTITUTE MOTION:    Rep. McCay moved to hold the bill. The motion passed on a vote of 7-6 with Rep. Arent, Rep. Gibson, Rep. Last, Rep. Moss, Rep. Peterson, and Rep. Poulson voting in opposition to the motion. Rep. Snow was absent for the vote.

MOTION:    Rep. Powell moved to adjourn. The motion passed unanimously with Rep. Snow being absent for the vote. Chair Gibson adjourned the meeting at 9:55 a.m.
