Vice Chair Cunningham called the meeting to order at 8:10 a.m.

MOTION:     Rep. Edwards moved to approve the minutes of the February 25, 2013 meeting. The motion passed unanimously with Rep. Bird, Rep. Greenwood, Rep. Last, and Rep. Oda absent for the vote.

H.B. 336    Amendments to Economic Development (Rep. R. Wilcox)

MOTION:    Rep. Edwards moved to replace H.B. 336 with 1st Substitute H.B. 336. The motion passed unanimously with Rep. Oda absent for the vote.

Rep. Wilcox explained the bill to the committee assisted by Spencer Eccles, Executive Director of the Governor's Office of Economic Development.

MOTION:    Rep. Last moved to pass the bill out with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Last moved to place 1st Sub H.B. 336 on the Consent Calendar. The motion passed unanimously.

H.B. 94    Free Market Protection and Privatization Board Act Amendments (Rep. K. Stratton)
MOTION:    Rep. Bird moved to replace H.B. 94 with 2nd Substitute H.B. 94. The motion passed unanimously.

Rep. Stratton explained the bill to the committee assisted by Robin Riggs, Privatization Policy Board.

MOTION:    Rep. Last moved to amend the bill as follows:

1.    Page 10, Line 277 :    

             277          (c) one member representing the Utah Association of Special Districts
  from names recommended by the Utah Association of Special Districts       ;


The motion passed unanimously with Rep. Menlove absent for the vote.

LeGrand Bitter, Utah Association of Special Districts, spoke in favor of the bill, and Dorian Page, Southern Utah University, spoke to the bill.

MOTION:    Rep. Bird moved to adjourn. The motion passed with Rep. Greenwood, Rep. Last, and Rep. Nelson voting in opposition.

Vice Chair Cunningham adjourned the meeting at 9:13 a.m.
