Vice Chair Cunningham called the meeting to order at 4:23 p.m.

MOTION:    Rep.Greenwood moved to approve the minutes of the March 1, 2013 meeting. The motion passed unanimously with Rep. Oda absent for the vote.

S.J.R. 11    Joint Resolution on Environmental and Developmental Policies (Sen. T. Weiler)

MOTION:    Rep. Greenwood moved to replace S.J.R. 11 with 1st Substitute S.J.R. 11. The motion passed unanimously.

MOTION:    Rep. Greenwood moved to amend 1st Sub. S.J.R. 11 as follows:

1.    Page 3, Lines 59 through 62 :    

             59          WHEREAS, Utah's Associations of Governments and Councils of Governments are
             60      created and controlled by Utah
  counties,       cities        ,       and towns, predate the adoption of Agenda 21 by more

             61      than 20 years, and provide a forum for these local governments to cooperate on issues of
             62      regional significance; and
The motion passed unanimously.

Sen. Weiler distributed a handout and presented the resolution to the committee.

MOTION:    Rep. Menlove moved to pass 1st Substitute S.J.R. with a favorable recommendation. The motion passed with Rep. Hemingway, Rep. Romero, and Rep. Edwards voting in opposition.

H.B. 157    Children's Hearing Aid Pilot Program (Rep. R. Edwards)

MOTION:    Rep. Menlove moved to replace H.B. 157 with 1st Substitute H.B. 157. The motion passed unanimously with Rep. Romero absent for the vote.

Rep. Edwards distributed a handout and explained the bill assisted by Eric Smith, an attorney and parent.

MOTION:    Rep. Greenwood moved to pass 1st Substitute H.B. 157 with a favorable recommendation. The motion passed unanimously.     

S.C.R. 9    Concurrent Resolution Designating a Week to Recognize Workplace Safety (Sen. K. Mayne)

Sen. Mayne presented the resolution to the committee.

MOTION:    Rep. Greenwood moved to pass S.C. R. 9 with a favorable recommendation. The motion passed unanimously.

H.B. 380    Economic Development Revisions (Rep. V. L. Snow)

Rep. Snow explained the bill to the committee assisted by Spencer Eccles, Governor's Office of Economic Development. Stan Rasmussen, Sutherland Institute, spoke in favor of the bill.

MOTION:    Rep. Last moved to pass H.B. 380 with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Greenwood moved to adjourn. The motion passed unanimously.

Vice Chair Cunningham adjourned the meeting at 6:01 p.m.
