Chair Draxler called the meeting to order at 4:07 p.m.

MOTION:    Rep. Noel moved to approve the minutes of the February 19, 2013 meeting. The motion passed unanimously with Rep. Perry and Rep. Powell absent for the vote.

Chair Draxler relinquished the chair to Rep. Grover.


H.B. 200    Revisor's Statute (Rep. B. Dee)

MOTION:    Rep. Draxler moved to adopt 1st Substitute H.B. 200, Revisor's Statute. The motion passed unanimously.

Rep. Draxler introduced the substitute bill to the committee.

MOTION:    Rep. Perry moved to pass 1st Substitute H.B. 200 out favorably. The motion passed unanimously.


H.B. 193    Utah State Employment Amendments (Rep. B. Dee)

MOTION:    Rep. Draxler moved to adopt 1st Substitute H.B. 193, Utah State Employment Amendments. The motion passed unanimously.

Rep. Draxler introduced the bill to the committee, assisted by Ms. Debbie Cragun, Human Resource Management, and Mr. Dan Andersen, Utah Retirement Systems.

MOTION:    Rep. Perry moved to pass H.B. 193 out favorably. The motion passed unanimously.

Rep. Draxler resumed the chair.

H.B. 129    Amendments to Powers, Functions, and Duties of Office of Legislative Fiscal Analyst (Rep. B. Wilson)

Rep. Wilson introduced the bill to the committee. A handout was provided to committee members.

MOTION:    Rep. Perry moved to pass H.B. 129 out favorably. The motion passed unanimously.


S.B. 24S1    Absentee Ballot Amendments (Sen. P. Knudson)

Sen. Knudson introduced the bill to the committee.

MOTION:    Rep. Grover moved to pass 1st Substitute S.B. 24 out favorably. The motion passed unanimously.

MOTION:    Rep. Noel moved to place 1st Substitute S.B. 24 on the Consent Calendar. The motion passed unanimously.


MOTION:    Rep. Fisher moved to adjourn the meeting. The motion passed unanimously.

Chair Draxler adjourned the meeting at 4:57 p.m.
