Vice Chair Ivory called the meeting to order at 8:13 a.m.

MOTION:    Rep. Powell moved to approve the minutes of the February 20, 2013 meeting. The motion passed unanimously with Rep. Draxler absent for the vote.

H.B. 280    County Government Reform (Rep. M. Brown)

MOTION:    Rep. Powell moved to adopt 1st Substitute H.B. 280. The motion passed unanimously with Rep. Draxler absent for the vote.

Rep. Brown introduced the substitute bill to the committee.

Spoke in favor of the bill:    Mr. Adam Trupp, Utah Association of Counties

MOTION:    Rep. Mathis moved to pass 1st Substitute H.B. 280 out favorably. The motion passed unanimously with Rep. Draxler and Rep. Powell absent for the vote.


H.B. 322    Local Government Clean-up Fees (Rep. E. Hutchings)

Rep. Hutchings introduced the bill to the committee.

Spoke to the bill:    Mr. Adam Trupp, Utah Association of Counties
            Mr. Lincoln Shurtz, Utah League of Cities and Towns
            Mr. Joe Call, citizen




Spoke in opposition to the bill:    Mr. Mark Stratford, Attorney, Ogden City

MOTION:    Rep. Noel moved to pass H.B. 322 out favorably. The motion passed unanimously.


H.B. 320    Temporary Identification Card (Rep. E. Hutchings)

Rep. Hutchings introduced the bill to the committee, assisted by Ms. Nannette Rolfe, Drivers License Division. The proposed amendment was also discussed.

MOTION:    Rep. Draxler moved to amend the bill as follows:

1.    Page 1, Lines 13 through 15 :    

             13          .    authorizes the Driver License Division to issue a temporary regular identification
             14      card while the
{   division is completing its investigation to determine if the person is a

             15      United States citizen, permanent resident alien, or United States national  
}
  person obtains the required documentation to establish verification of certain information       ;


2.    Page 3, Lines 74 through 76 :    

             74          (7) (a) The division may issue a temporary regular identification card
  to a person       while the

             75     
{   division is completing its investigation to determine if the person is a United States citizen,

             76      permanent resident alien, or United States national under Subsection 53-3-804 (2)(i)(i)  
}
  person obtains the required documentation to establish verification of the information described in Subsections 53-3-804(2)(a), (b), (c), (d), and (i)(i)       .


The motion to amend the bill passed unanimously.

MOTION:    Rep. Chavez-Houck moved to pass H.B. 320 out favorably. The motion passed with Rep. Mathis voting in opposition to the motion.



H.B. 334    Special Service District Reorganization (Rep. D. McCay)


Rep. McCay introduced the bill to the committee, assisted by Mr. LeGrand Bitter, Utah Association of Special Districts.

MOTION:    Rep. Noel moved to pass H.B. 334 out favorably. The motion passed unanimously.

MOTION:    Rep. Noel moved to place H.B. 334 on the Consent Calendar. The motion passed unanimously.


MOTION:    Rep. Noel moved to adjourn the meeting. The motion passed unanimously.

Vice Chair Ivory adjourned the meeting at 9:39 a.m.
