Chair Ray called the meeting to order at 2:10 p.m.

H.B. 276    Newborn Screening for Critical Congenital Heart Defects (Rep. P. Ray)

Rep. Ray presented the bill to the committee

MOTION:    Rep. Menlove moved to amend the bill as follows:

    (6) Prior to implementing the test required by Subsection (1)(d), the department shall conduct a pilot program for testing newborns for critical congenital heart defects using pulse oximetry. The pilot program shall include the development of:
    (a) appropriate oxygen saturation levels that would indicate a need for further medical follow-up;
    (b) the best methods for implementing the pulse oximetry screening in newborn care units; and
    (c) electronic reporting mechanisms.  


The motion passed unanimously with Rep. Chavez-Houck absent for the vote.

First Substitute H.B. 270    Prescription Drug Database Access Amendments (Rep. R. Menlove)

Rep. Menlove presented the bill to the committee with the assistance of Mr. Mark Brinton, Utah Medical Association.

MOTION:    Rep. Menlove moved to replace First Substitute H.B. 270 with Second Substitute H.B. 270, "Prescription Drug Database Access Amendments." The motion passed unanimously with Rep. Ray absent for the vote.

Rep. Ray presented the bill to the committee.



MOTION:    Rep. Ray moved to replace H.B. 58 with First Substitute H.B. 58, "Protection of Athletes with Head Injuries Act Amendments." The motion passed unanimously.

H.B. 269    Training of School Nurses (Rep. P. Ray)

Rep. Ray presented the bill to the committee.

MOTION:    Rep. Ray moved to amend the bill as follows:

1.    Page 1, Lines 15 through 16 :    

             15          .    permits a school nurse to

             55          (2) A school nurse is excused from the requirements of Subsection (1) if the nurse
             56      works at a school that has an athletic trainer or other qualified health care provider on staff who
             57      meets the requirements to be able to evaluate a child who sustains a concussion or traumatic
             58      head injury described in Section 26-53-301 .

MOTION:    Rep. Redd moved to further amend the bill as follows:

1.    Page 2, Lines 40 through 42 :    

             40          (2) A school nurse who does not meet the requirements of Subsections
             41      23-53-301 (1)(b)(i) and (1)(b)(ii)(A), but who
{   treats   }        assesses       a child who is suspected of sustaining a

             42      concussion or traumatic head injury under Subsection (1):
