Rep. Greenwood called the meeting to order at 8:15 a.m.
MOTION: Rep. Ray moved to approve the minutes of the February 22, 2013 meeting. The
motion passed unanimously, with Rep. Grover and Rep. Oda absent for the vote.
S.B. 131 Assault Amendments (Sen. A. Osmond) (Rep. J. Bird)
Sen. Osmond introduced and explained the bill to the committee.
Spoke in favor of the bill: Ms. Roslyn Rainey, Salt Lake Police Association
MOTION: Rep. Ray moved to pass S.B. 131 with a favorable recommendation. The motion
passed unanimously, with Rep. Grover and Rep. Oda absent for the vote.
H.C.R. 5 Concurrent Resolution on Regional Correctional Facilities and County Jail
Contracting (Rep. M. Noel)
Rep. Ray introduced and explained the bill to the committee with the assistance of Mr. Brent
Gardner, Utah Association of Counties.
Spoke in favor of the bill: Mr. Mark Whitney, Beaver County Commissioner

MOTION: Rep. Layton moved to amend the bill as follows:
Page 4, Line 98: After "needs" insert ",and should be considered in deliberations
concerning the relocation of the Draper Prison"

MOTION: Rep. Ray moved to pass H.C.R. 5 with a favorable recommendation. The motion
passed unanimously.
MOTION: Rep. Ray moved to adjourn the meeting. The motion passed unanimously.
