Rep. Peterson called the meeting to order at 2:01 p.m.

MOTION:    Rep. Poulson moved to approve the minutes of the February 14, 2013 meeting. The motion passed unanimously with Rep. Dunnigan, Rep. Kennedy, Rep. Roberts, and Rep. Seelig absent for the vote.

H.B. 207    Open and Public Meeting Act Notice Amendments (Rep. K. Powell)

Rep. Powell introduced the bill to the committee.

Spoke in favor of the bill:    Mr. Robert Wren, Citizen

Spoke to the bill:    Mr. Lincoln Shurtz, Utah League of Cities and Towns

MOTION:    Rep. Webb moved to hold the bill. The motion passed with Rep. Anderson voting in opposition.


1st Sub. H.B. 204    Election Amendments (Rep. S. Eliason)

Rep. Eliason introduced the bill to the committee.


MOTION:    Rep. Hall moved to amend the bill as follows:

1.    Page 2, Lines 53 through 56 :    

             53          (b) in the case of an absentee ballot that is returned by mail, the ballot is:
             54          (i) clearly postmarked
{   on or   } before election day; and

             55          (ii) received in the office of the election officer before noon on the day of the official
             56      canvass following the election; or

The motion passed unanimously.

MOTION:    Rep. Anderson moved to pass 1st Substitute H.B. 204 out favorably as amended. The motion passed unanimously.

MOTION:    Rep. Hall moved to place the bill on the Consent Calendar. The motion passed unanimously.


S.C.R. 8    Concurrent Resolution for the Provo Reservoir Canal Title Transfer (Sen. M. Dayton) (Rep. K. Christofferson)

MOTION:    Rep. Kennedy moved to pass S.C.R. 8 out favorably. The motion passed unanimously.

MOTION:    Rep. Kennedy moved to place S.C.R. 8 on the Consent Calendar. The motion passed unanimously.

MOTION:    Rep. Hall moved to adjourn the meeting. The motion passed unanimously.

Rep. Peterson adjourned the meeting at 2:57 p.m.
