Chair Wilcox called the meeting to order at 4:08 p.m.
MOTION: Rep. Nielson moved to approve the minutes of the Jan. 30, 2013 meeting. The
motion passed unanimously with Rep. Hutchings, Rep. McIff, and Rep. Sagers
absent for the vote.
H.B. 67 Personal Property Taxation Revisions (Rep. G. Froerer)
Rep. Froerer introduced the bill to the committee.
Spoke for the bill: Mr. Paul Smith, Utah Apartment Association
Mr. Royce Van Tassell, Utah Taxpayers Association
Spoke to the bill: Mr. John Ulibarri, Weber County Assessor
Mr. Lee Gardner, Salt Lake County Assessor
MOTION: Rep. Gibson moved to pass the bill out favorably as amended on Jan. 30, 2013. The
motion passed unanimously with Rep. Briscoe and Rep. Sagers absent for the vote.
H.B. 74 Property Tax Modifications (Rep. J. Mathis)
Rep. Mathis requested that HB74 be replaced with 1st Sub HB74.
MOTION: Rep. Nielson moved to replace HB74 with 1st Sub. HB74. The motion passed
unanimously with Rep. Sagers absent for the vote.

Rep. Mathis introduced the bill to the committee.

H.B. 84 Specie Legal Tender Amendments (Rep. M. Kennedy)
Rep. Kennedy introduced the bill to the committee with the assistance of Mr. Larry Hilton, citizen
and Mr. Tim Irwin, Highland City Councilor. Handouts were provided.
MOTION: Rep. Stanard moved to amend the bill as follows:

Chair Wilcox adjourned the meeting at 6:10 p.m.
