Chair Wilcox called the meeting to order at 2:04 p.m.

MOTION:    Rep. Sagers moved to approve the minutes of Feb. 4, 2013. The motion passed unanimously with Rep. Brown, Rep. Cosgrove, Rep. Froerer, Rep. Gibson,
        Rep. Hutchings, Rep. King, and Rep. Stanard absent for the vote.

H.B. 246    Expanded Uses of School District Property Tax Revenue (Rep. K. McIff)

Rep. McIff introduced the bill to the committee with the assistance of Ms. Angela Oakes Stallings, Office of Legislative Research and General Counsel and Mr. Bruce Williams, Associate Superintendent, Utah State Office of Education.

Spoke for the bill:        Ms. Patti Harrington, Utah School Boards Association
                Mr. Kory Holdaway, Utah Education Association
                Ms. JoDee Sundberg, Utah School Boards Association

MOTION:    Rep. Sagers moved to pass the bill out favorably. The motion passed with
        Rep. Anderegg, Rep. Eliason, Rep. Gibson, Rep. Knotwell, and Rep. Wilcox
        voting in opposition.

H.B. 264    Property Tax Notice Amendments (Rep. K. Powell)

Rep. Powell introduced the bill to the committee with the assistance of Mr. Todd Hauber, Park City School District. A handout was provided.

SUBSTITUTE MOTION:    Rep. Briscoe moved to pass HB264 out favorably. The motion failed with Rep. Anderegg, Rep. Cosgrove, Rep. Eliason, Rep. Froerer, Rep. Gibson, Rep. Hutchings, Rep. Knotwell, Rep. Sagers, Rep. Stanard, Rep. Tanner, Rep. Nielson, and Rep. Wilcox voting in opposition.

Rep. Nielson withdrew his motion.

S.B. 31    Special Needs Adoption Tax Credit (Sen. W. Harper) (Rep. J. Seelig)

Sen. Harper introduced the bill to the committee. Rep. Anderegg declared a conflict of interest.

MOTION:    Rep. Froerer moved to pass the bill out favorably. The motion passed with Rep. Hutchings, Rep. Knotwell, and Rep. Wilcox voting in opposition and Rep. Anderegg absent for the vote.




S.B. 35    Property Taxation of Business Personal Property (Sen. W. Harper) (Rep. B. Wilson)

This bill was not heard.

MOTION:    Rep. Nielson moved to adjourn the meeting. The motion passed unanimously with Rep. Anderegg absent for the vote.

Chair Wilcox adjourned the meeting at 4:02 p.m.
