Chair Wilcox called the meeting to order at 4:04 p.m.

MOTION:    Rep. Knotwell moved to approve the minutes of Feb. 6, 2013, Feb. 7, 2013, and Feb. 11, 2013. The motion passed unanimously with Rep. Cosgrove, Rep. Eliason, Rep. Froerer, Rep. Hutchings, Rep. King, Rep. McIff, and Rep. Sagers absent for the vote.

H.B. 96    Cleaner Burning Fuels Tax Credits Amendments (Rep. J. Draxler)

Rep. Draxler introduced the bill to the committee. Mr. Mat Carlile, Clean Fuel Tax Coordinator, Utah Division of Air Quality, answered questions from the committee.

MOTION:    Rep. Briscoe moved to amend the bill as follows:


1.    Page 3, Lines 85 through 88 :    

             85          (i) for purposes of a motor vehicle on which conversion equipment has been installed,
             86      that the motor vehicle's emissions of regulated pollutants, when operating on a fuel listed in
             87      Subsection (2)
{   (e)   }        (d)       (i) or (ii), is less than the emissions were before the installation of the

             88      conversion equipment, as demonstrated by:

             219          (i) for purposes of a motor vehicle on which conversion equipment has been installed,
             220      that the motor vehicle's emissions of regulated pollutants, when operating on a fuel listed in

The motion to amend passed unanimously with Rep. Eliason, Rep. Froerer, Rep. Hutchings,
Rep. King, Rep. McIff, and Rep. Sagers absent for the vote.

MOTION:    Rep. Hutchings moved to pass the bill out favorably. The motion failed with Rep. Anderegg, Rep. Briscoe, Rep. Gibson, Rep. King, Rep. Knotwell, Rep. Stanard, Rep. Tanner, and Rep. Wilcox voting in opposition and Rep. Brown absent for the vote.

S.B. 106    Unemployment Tax Amendment (Sen. C. Bramble) (Rep. J. Bird)

Rep. Bird introduced the bill to the committee with the assistance of Mr. Bill Starks, Unemployment Insurance Director, Utah Department of Workforce Services.

MOTION:    Rep. Knotwell moved to pass the bill out favorably. The motion passed unanimously with Rep. Brown and Rep. Froerer absent for the vote.



S.B. 141    Education Contribution on Tax Returns (Sen. D. Thatcher) (Rep. C. Hall)

Sen. Thatcher introduced the bill to the committee.

MOTION:    Rep. Knotwell moved to pass the bill out favorably. The motion passed unanimously with Rep. Brown and Rep. Froerer absent for the vote.

MOTION:    Rep. Eliason moved to place SB141 on the Consent Calendar. The motion passed unanimously with Rep. Brown and Rep. Froerer absent for the vote.

Chair Wilcox relinquished the chair to Rep. Nielson.

H.B. 215    Water Quality Amendments (Rep. R. Wilcox)

Rep. Wilcox introduced the bill to the committee with the assistance of Mr. Walt Baker, Director, Utah Division of Water Quality.

MOTION:    Rep. Gibson moved to pass the bill out favorably. The motion passed unanimously with Rep. Brown and Rep. Froerer absent for the vote.

MOTION:    Rep. Briscoe moved to place HB215 on the Consent Calendar. The motion passed unanimously with Rep. Brown and Rep. Froerer absent for the vote.

MOTION:    Rep. Wilcox moved to adjourn the meeting. The motion passed unanimously with Rep. Brown and Rep. Froerer absent for the vote.

Vice Chair Nielson adjourned the meeting at 5:53 p.m.
