Rep. Anderson called the meeting to order at 4:11 p.m.

MOTION:    Rep. Tanner moved to approve the minutes of the January 31, 2013 meeting. The motion passed unanimously with Rep. Barlow, Rep. Pitcher, and Rep. Sanpei absent for the vote.

Rep. Anderson relinquished the Chair to Vice Chair Peterson.

H.B. 291    Motor Vehicle Safety Inspection Amendments (Rep. J. Peterson)

Rep. Anderson introduced the bill to the committee.

MOTION:    Rep. Anderson moved to pass H.B. 291 out favorably. The motion passed unanimously with Rep. Barlow, Rep. Pitcher, and Rep. Sanpei absent for the vote.

H.B. 294    Bicycles on Streets (Rep. Johnny Anderson)

Rep. Anderson introduced the bill to the committee.

MOTION:    Rep. Moss moved to amend the bill as follows:



1.    Page 2, Lines 36 through 38 :    

             36          (c) when overtaking and passing a bicycle or moped proceeding in the same direction
             37      at a speed less than the reasonable speed of traffic
{   then   }        that is       present requires operating the vehicle to

             38      the left of the center of the roadway subject to the provisions of Subsection (2);

The motion passed unanimously with Rep. Barlow, Rep. Pitcher, and Rep. Sanpei absent for the vote.

Spoke in favor of the bill:    Mr. Dan Fazzini, Citizen

MOTION:    Rep. Knotwell moved to pass H.B. 294 out favorably as amended. The motion passed unanimously with Rep. Barlow, Rep. Pitcher, and Rep. Sanpei absent for the vote.

H.B. 297    Bicycle and Moped Amendments (Rep. Johnny Anderson)

Rep. Anderson introduced the bill to the committee.

MOTION:    Rep. Moss moved to amend the bill as follows:

1.    Page 3, Lines 61 through 62 :    

             61          (iii) the person operating the vehicle is overtaking and passing a bicycle or moped that
             62      is moving at less than the reasonable speed of traffic
{   then   }        that is       present.


The motion passed unanimously with Rep. Barlow, Rep. Pitcher, and Rep. Sanpei absent for the vote.

MOTION:    
Rep. Knotwell moved to pass H.B. 297 out favorably as amended. The motion passed unanimously with Rep. Barlow, Rep. Pitcher, and Rep. Sanpei absent for the vote.



H.C.R. 1    Concurrent Resolution Urging Use of Advance Signal Warning (Rep. J. Draxler)


Rep. Draxler introduced the resolution to the committee.

Spoke to the bill:    Mr. Carlos Braceras, Utah Department of Transportation

MOTION:    Rep. Moss moved to pass H.C.R. 1 out favorably. The motion passed with Rep. Knotwell voting in opposition. Rep. Sanpei was absent for the vote.


MOTION:    Rep. Anderson moved to adjourn the meeting. The motion passed unanimously with Rep. Sanpei absent for the vote.

Rep. Peterson adjourned the meeting at 4:44 p.m.
