Rep. Peterson called the meeting to order at 8:38 a.m.

MOTION:    Rep. Anderson moved to approve the minutes of the February 22, 2013 meeting. The motion passed unanimously with Rep. Barlow absent for the vote.


H.B. 144    Public Transit District Board Amendments (Rep. M. Nelson)

Rep. Nelson introduced the bill to the committee.

Spoke in favor of the bill:    Mr. Bruce Jones, General Counsel, Utah Transit Authority

MOTION:    Rep. Knotwell moved to pass H.B. 144 out favorably. The motion passed unanimously with Rep. Barlow absent for the vote.


1st Sub. S.J.R. 8    Joint Resolution Concerning Railroad and Railroad Crossing Safety (Sen. K. Mayne) (Rep. C. Hall)

Sen. Mayne introduced the resolution to the committee.

MOTION:    Rep. Anderson moved to pass 1st Substitute S.J.R. 8 out favorably. The motion passed unanimously with Rep. Barlow absent for the vote.


H.B. 283    Safety Belt Enforcement Amendments (Rep. L. Perry)

Rep. Perry introduced the bill to the committee and presented two video clips.

Spoke in favor of the bill:    Mr. Carlos Braceras, Utah Department of Transportation
                Major Michael Rapich, Utah High Patrol

MOTION:    Rep. Pitcher moved to pass H.B. 283 out favorably. The motion failed with Rep. Moss and Rep. Pitcher voting in favor of the bill. Rep. Barlow was absent for the vote.


S.B. 50    Department of Transportation Liability Amendments (Sen. L. Hillyard) (Rep. D. Brown)

Sen. Hillyard introduced the bill to the committee.

MOTION:    Rep. Anderson moved to pass S.B. 50 out favorably. The motion passed unanimously.


MOTION:    Rep. McCay moved to adjourn. The motion passed unanimously.
