Chair Bramble called the meeting to order at 4:05 p.m.

Approval of Minutes

MOTION: Sen. Hinkins moved to approve the minutes of the January 31, 2013 meeting. The         motion passed unanimously with Sen. Davis and Sen. Weiler absent for the vote .

Sen. Henderson assumed the committee chair.

S.B. 54 Licensing of Nursing Care Facility Beds
(C. Bramble)

Sen. Bramble introduced and explained the bill

MOTION:
Sen. Bramble moved to pass the bill out of committee with a favorable      recommendation. The motion passed unanimously.

MOTION:
Sen Davis moved that S.B.54 be placed on the Consent Calendar. The motion      passed unanimously.
    
Sen. Bramble resumed the committee chair.

S.B. 143 Mortgage and Financial Affairs Amendments
(W. Harper)

Sen. Harper introduced and explained the bill.

Spoke in favor of the bill:        Scott Lundberg, Attorney


Spoke in opposition to the bill: Rep. LaVar Christensen

Spoke to the bill:     Howard M. Headlee, President, Utah Bankers Association
             Paul Newton, Vice President, Backman Title

Sen. Henderson assumed the committee chair.

MOTION: Sen. Weiler moved to proceed to the next item on the agenda. The motion passed         unanimously with Sen. Bramble absent for the vote.

H.B. 37 Repeal of Reporting Requirements (J. Dunnigan)

Rep. Dunnigan introduced and explained the bill.

MOTION: Davis moved to transmit H.B. 37 with a favorable recommendation. The motion         passed unanimously.

MOTION: Sen. Davis moved that the bill be placed on the Consent Calendar. The motion         passed unanimously with Sen. Bramble absent for the vote.

S.B. 150 Financial Institution Amendments (J. S. Adams)

Sen. Adams introduced and explained the bill assisted by Ed Leary, Utah Financial Institutions.

MOTION: Sen. Davis moved to transmit S.B. 150 with a favorable recommendation. The         motion passed unanimously.

MOTION: Sen. Mayne moved that S.B. 150 be placed on the Consent Calendar. The motion         failed with Sen. Mayne and Sen. Henderson voting in favor and Sen. Davis, Sen.         Hinkins, Sen. Weiler voting in opposition and Sen. Bramble absent for the vote.

MOTION:    Sen. Weiler moved to adjourn. The motion passed unanimously with Sen. Bramble absent for the vote and the meeting adjourned at 5:05 p.m.
