Chair Bramble called the meeting to order at 8:05 a.m.

Approval of Minutes

MOTION: Sen. Henderson moved to approve the minutes of February 4, 2013. The motion      passed unanimously with Sen. Weiler absent for the vote.

H.B. 46 Hearing Instrument Specialist Licensing Act (D. Brown)

Rep. Brown introduced and explained the bill.

MOTION: Sen. Valentine. moved to transmit H.B. 46 favorably. The motion passed      unanimously with Sen Weiler absent for the vote.

MOTION: Sen. Valentine moved to place H.B. 46 on the Consent Calender. The motion passed      unanimously with Sen. Weiler absent for the vote.

H.B. 42 Repeal of Health Insurance Mandate Review (J. Dunnigan)

Rep. Dunnigan introduced and explained the bill.

MOTION: Sen. Mayne Moved to transmit H.B. 42 favorably. The motion passed      unanimously with Sen. Weiler absent for the vote.

MOTION:
Sen. Valentine moved to place H.B. 42 on the Consent Calendar. The motion      passed unanimously with Sen. Weiler absent for the vote.



H.B. 45 Reauthorization of Provisions for Insurance Coordination with Other States

Rep. Dunnigan introduced and explained the bill.

MOTION: Sen. Valetine moved to transmit H.B. 45 favorably. The motion passed      unanimously with Sen. Weiler absent for the vote.

MOTION:
Sen. Hinkins moved to place H.B. 45 on the Consent Calendar. The motion pased      unanimously with Sen. Weiler absent for the vote.

H.B. 51 Professional Licensing Revisions
(J. Dunnigan)

Rep. Dunnigan introduced and explained the bill.

MOTION: Sen. Valentine moved to transmit H.B. 51 favorably. The motion passed      unanimously.

MOTION:
Sen. Mayne moved to place H.B.51 on the Consent Calendar. The motion passed      unanimously.

Sen. Henderson assumed the committee chair.

S.B. 161 Restitution Amendments
(C. Bramble)

MOTION:
Sen. Bramble moved to amend the bill as follows:

1.    Page 4, Lines 117 through 119 :    

             117          (7) The fine and bail forfeiture provisions of this section apply to all warrants [and] , fines
  , fees, and surcharges      

             118      issued in cases charging a taxpayer with a felony, a misdemeanor, or an infraction described in
             119      this section, which are outstanding on or after February 16, 1984.

2.    Page 12, Line 344 :    

             344          (e) (i) "Victim" means any person
  or entity, including the Utah Office for Victims of Crime,       who the court determines has suffered pecuniary


3.    Page 17, Lines 511 through 512 :    


             511          (2)
{  A bail bond   }       Bail       may not be accepted without receiving in writing at the time the bail is

             512      posted the current mailing address and telephone number of the surety.

The motion passed unanimously with Sen. Davis absent for the vote.

Sen. Bramble introduced and explained the resolution.

MOTION: Sen. Valentine moved to transmit SCR 4 favorably. The motion passed      unanimously with Sen. Weiler absent for the vote

MOTION:    Sen. Valentine moved to adjourn. The motion passed unanimously at 8:40 a.m. with Sen. Weiler absent for the vote.
