Chair Dayton called the meeting to order at 4:03 a.m.

Approval of Minutes

MOTION:    
Sen. Thatcher moved to approve the minutes of the February 5, 2013 meeting. The motion passed unanimously with Sens. Shiozawa and Van Tassell absent for the vote.

Chair Dayton announced that H.B. 14 would not be heard today.

Chair Dayton relinquished the Chair to Sen. Thatcher

S.C.R. 8    Concurrent Resolution for the Provo Reservoir Canal Title Transfer (Sen. M. Dayton)

Sen. Dayton presented and explained the bill with the assistance of Keith Denos, General Manager, Provo River Water Users.

Spoke for the bill:    Mr. Craig Peterson, Consultant, Provo River Water Users

MOTION:    Sen. Dayton moved to pass the bill out favorably. The motion passed, with Sens. Shiozawa and Van Tassell absent for the vote.

S.B. 60    Abortion Statistics and Reporting Requirements (Sen. M. Dayton)

MOTION:    Sen. Dayton moved to amend S.B. 60 as follows:

1.    Page 1, Lines 15 through 17 :    



             15              .    the number of abortions performed in the state;
{   and   }

             16              .    at what stage of pregnancy the abortions took place; and
  . the races of the women on whom the abortions were performed; and      

             17          .    makes technical changes.

2.    Page 2, Lines 36 through 44 :    

             36          (ii) estimated week of pregnancy;
      (c) the races of the women who obtained the abortions described in Subsection (1)(a), including:

    (i) Alaska Native;
    (ii) American Indian;
    (iii) Asian;
    (iv) Black or African American;
    (v) Hispanic or Latino;
    (vi) Native Hawaiian or Pacific Islander;
    (vii) White, not Hispanic or Latino; and
    (viii) some other race;  

             37          [(a)]
{   (c)   }        (d)       the total amount of informed consent material described in this section that

             38      was distributed or accessed;
             39          [(b)]
{   (d)   }        (e)       the number of women who obtained abortions in this state without receiving

             40      the informed consent materials described in this section;
             41          [(c)]
{   (e)   }        (f)       the number of statements signed by attending physicians under Subsection

             42      76-7-305.6 (4); and
             43          [(d)]
{   (f)   }        (g)       any other information pertaining to obtaining informed consent from a woman

             44      who seeks an abortion.

        The motion passed unanimously with Sens. Shiozawa and Van Tassell absent for the vote.

MOTION:    Sen. Dayton moved amend S.B. 60 as follows:

Page 1, Line 16:             after “the” at the beginning of the line, delete   “races” and insert “race and             ethnicity

        The motion passed unanimously with Sens. Shiozawa and Van Tassell absent for the vote.

MOTION:    Sen. Dayton moved to pass S.B. 60 out favorably. The motion passed unanimously with Sens. Shiozawa and Van Tassell absent for the vote.

Chair Dayton resumed the Chair.

H.B. 38    Campaign Contribution Amendments (Rep. K. Powell)

Rep. Powell introduced and explained the bill.

MOTION:    Sen. Van Tassell moved to pass H.B. 38 out favorably. The motion passed with Chair Dayton voting in opposition, and Sen. Shiozawa absent for the vote.

H.B. 41    Campaign Filing by Media Owner (Rep. K. Powell)

Rep. Powell introduced and explained the bill.

Spoke to the bill:    Mark Thomas, Chief Deputy, Office of the Lieutenant Governors

MOTION:    Sen. Thatcher moved to pass H.B. 41 out favorably. The motion passed unanimously with Sen. Shiozawa absent for the vote.

1st Sub. H.B. 53    Election Law Amendments (Rep. K. Powell)

Rep. Powell introduced and explained the bill.

MOTION:    Rep. Thatcher moved to pass 1st Sub. H.B. 53 out favorably. The motion passed unanimously with Sen. Shiozawa absent for the vote.

H.B. 262    Unaffiliated Voter Amendments (Rep. C. Hall)

Rep. Hall introduced and explained the bill.

Spoke for the bill:    Mr. Thomas Wright, Chair, Utah State Republican Party

MOTION:    Sen. Thatcher moved to pass H.B. 262 out favorably. The motion passed with Chair Dayton voting in opposition.

    Sen. Thatcher moved to adjourn. The motion passed unanimously.

Chair Dayton adjourned the meeting at 5:00 p.m.
