Chair Dayton called the meeting to order at 4:11 p.m.

Chair Dayton announced that S.B. 181 and S.C.R. 7 would not be heard today.

Approval of Minutes

MOTION:    Sen. Van Tassell moved to approve the minutes of the February 12, 2013 meeting. The motion passed unanimously with Sens. Shiozawa and Thatcher absent for the vote.

S.B. 68    State Surplus Property Program Amendments (Sen. T. Weiler)

Sen. Weiler introduced and explained the bill.

Spoke in favor of the bill:    Mr. Chase Everton, Research Analyst, Utah Taxpayers Association
                Jacob Holdaway, Corporate Trainer, The Public Group

Spoke to the bill:        Mr. Kent Beers, Director of Purchasing, Department of Administrative Services

MOTION:    Sen. Van Tassel moved to pass S.B. 68 out favorably. The motion passed unanimously with Sen. Hillyard absent for the vote.

Chair Dayton relinquished the Chair to Sen. Van Tassell.

S.B. 17    Account for People with Disabilities Amendments (Sen. M. Dayton)

MOTION:    Sen. Dayton moved to replace S.B. 17 with 1st Sub. S.B. 17. The motion passed unanimously with Sen. Hillyard absent for the vote.

Sen. Dayton introduced and explained the bill.


Spoke in favor of the bill:    Mr. Palmer DePaulis, Executive Director, Department of Human Services
                Ms. Kris Fawson, Director, Legislative Coalition for People with Disabilities

MOTION:    Sen. Dayton moved to pass 1st Sub. S.B. 17 out favorably. The motion passed unanimously with Sen. Hillyard absent for the vote.

Sen. Dayton resumed the Chair.

H.B. 252    Native American Indian Related Amendments (Rep. J. Draxler) (Sen. K. Van Tassell)

Rep. Draxler introduced and explained the bill.

MOTION:    Sen. Van Tassell moved to pass H.B. 252 out favorably. The motion passed unanimously with Sen. Hillyard absent for the vote.

MOTION:    Sen. Van Tassel moved to place H.B. 252 on the Consent Calendar. The motion passed unanimously with Sen. Hillyard absent for the vote.

H.B. 49    Voted and Board Levy Programs Amendments (Rep. S. Handy) (Sen. H. Stephenson)

Rep. Handy introduced and explained the bill.

MOTION:    Sen. Thatcher moved to pass H.B. 49 out favorably. The motion passed unanimously with Sen. Hillyard absent for the vote.

1st Sub. H.B. 85    Voting Recount Amendments (Rep. C. Hall)

Rep. Hall introduced and explained the bill.

Spoke in favor of the bill:    Mr. Ivan Dubois, Executive Director, Utah Republican Party

MOTION:    Sen. Thatcher moved to pass 1st Sub. H.B. 85 out favorably. The motion passed unanimously with Sen. Hillyard absent for the vote.

MOTION:    Sen. Van Tassell moved to adjourn. The motion passed unanimously with Sen. Hillyard absent for the vote.

Chair Dayton adjourned the meeting at 5:23 p.m.
